(A) The existing water tank and the proposed water tank for the Submarine Base on Nymans Peninsula constitute an outstanding landmark and hinder effective anti-aircraft fire. (B) The deluge system tank and the fresh water distribution sys- tem tank northwesterly of and adjacent to the industrial area cannot be effectively camouflaged. (C) To overcome the objectionable features of the existing and proposed water tanks, the following recommendations are made: 1. Construct two 200,000 gallon concrete water tanks, benched- in on approximately the 310 foot contour of Old Woman's Mountain in the vicinity of the original temporary wood tanks. 2. Upon completion of the concrete water storage tanks, the existing tanks be removed from the towers and dispersed in the same general vicinity of the proposed concrete tanks. 3. All towers be dismantled. 4. All new and relocated tanks carefully camouflaged. 5. Construct a 16" fresh water main from the relocated tanks through the industrial area and connect all existing lines of the distribution system that is intersects. Extend a 12" fresh water main from the termination of the new 16" main to the relocated Submarine Base. (D) Project 121 authorizes the construction of one 200 capacity bombproof personnel shelter and allocated $196,000 for its con- struction. (E) Due to the length of time, equipment, and personnel necessary for the construction of a building of this type, it is felt that this facility cannot possibly be provided in time to be effective NOy 3570/5-E 9235402 for the present war. The following recommendations are made predicated upon a minimum of workmen and materials diverted from other vital construction: 1. Drive a 5' x 7' tunnel starting adjacent to Barracks No. 3, easterly on an elevation of approximately 130 until the position of the 180' contour, on the surface, is reached, construct rooms capable of holding approximately 40 persons each in this general vicinity. Construct several small es- cape tunnels, in such manner as to reduce concussion in the event of a hit, adjacent to or at the outlet, from the shelter area to manholes for the dual purpose of obtaining fresh air and providing an emergency exit in case the gen- eral exit and entrance tunnel are demolished. These tunnels and rooms should not be lined but merely well-shored and cribbed with timber. The estimated cost of this installa- tion is: (a) 400' of 5' x 7' tunnel at $25 per foot.... $ 10,000 (b) 500' of 5' x 5' escape tunnel at $22 per foot ............................ 11,000 (c) 5 escape manholes at $1,000 each ......... 5,000 (d) 200' of 7' x 10' rooms at $150 per foot... 30,000 _______ Sub-Total ........... 56,000 Plus 40% ........... 22,400 _______ ESTIMATED COST ...... 78,400 2. Drive a 5' x 7' tunnel starting easterly of the Dispensary at an elevation of approximately 130 until the position of the 160' contour on the surface is reached. Construct rooms capable of holding approximately 25 persons each in that vicinity. Construct several small escape tunnels from the shelter area to manholes. Shore and crib tunnel and rooms well with timber. The estimated cost of this installation is: (a) 250' of 5' x 7' tunnel at $25 per foot.... $ 6,250 (b) 400' of 5' x 5' escape tunnel at $22 per foot ............................ 8,800 (c) 4 escape manholes at $1,000 each ......... 4,000 (d) 200' of 7' x 10' rooms at $150 per foot... 30,000 _______ Sub-Total ........... 49,050 Plus 40% ........... 19,620 _______ ESTIMATED COST ...... 68,670 3. Construct rooms, construct escape tunnels, construct a 5' x 7' tunnel from the room shelter area southeasterly to a point between the SOQ's and the MEMQ's. These tunnels and rooms should not be lined but merely well- shored and cribbed with timber. The estimated cost of this installation is: (a) 600' of 5' x 7' tunnel at $25 per foot.... $ 15,000 (b) 300' of 5' x 5' escape tunnel at $22 per foot ............................ 6,600 (c) 3 escape manholes at $1,000 each ......... 3,000 (d) 100' of 7' x 10' rooms at $150 per foot... 15,000 _______ Sub-Total ........... 39,600 Plus 40% ........... 15,840 _______ ESTIMATED COST ...... 55,440 2. U. S. Army Garrisons. (A) The Army water tank northwesterly of Army Garrison No. 1 is a definite landmark and outstanding target which cannot be effectively camouflaged. (B) It is recommended that the existing steel tank be removed from the tower and placed at an elevation of approximately 310 at coordinates North 23,750, East 3,850, connected to the distribution system and the existing tower dismantled. The relocated tank can be easily camouflaged. (C) The proposed new location for the tank is on the pressure side of the relocated Army pumphouse and only a small quantity of new pipeline will be necessary to connect the tank with the existing distribution system.
