GENERAL INFORMATION 1. Classification of telephones: Government-owned telephones installed at U. S. Naval Station, Kodiak are classified administratively as follows: Class "A" - These telephones are authorized for the transaction of Government business only and have access to city trunk lines for such business. Personal calls are prohibited on Class "A" telephones. Class "B" - These telephones are authorized for the transaction of personal or unofficial business. The expense of maintaining Class "B" telephone service will be borne by Class "B" subscribers at rates pre­ scribed. 2. REQUESTS FOR SERVICE: Requests for official (Class "A") service will be submitted in writing to the Naval Station Public Works Officer. Requests for unofficial (Class "B") service will be made directly by persons requesting the service at the Naval Station Housing Office, Room 105, Building C-1 (Old Administration Building). Private or un­ official telephones in quarters or activities may be installed only when equipment and line pairs in excess of those required for official use are available. 3. DISCONTINUANCE OF SERVICE: All requests for discontinuance of Class "B" telephone service will be made in person at the Naval Station Housing Office, Roan 105, Building C-1, (Old Administration Building) to effect final billing and payment. 4. PAYMENT OF TELEPHONE BILLS: All telephones in quarters, sleeping roams, quasi-official activities, or not strictly for official use only are subject to payment of rental and service charges in accordance with NAVSTAKODINST 2305.1G. 1 The monthly billing period is from the first of the month through the last day. Telephone bills are payable between the 1st and 10th of the month following, at Room 105, Building C-1 (Old Administration Building). Payments may be made, personally or by mail. Payments made by check must be made payable to Housing Office, Naval Station, Kodiak, and addressed to Housing Office, Box 11-A, U. S. Naval Station, Kodiak. Payments submitted through mail or distribution channels will be con­ sidered delinquent if not received in the Housing Office on or before the 10th of the month following the billing period. Delinquents will be subject to discontinuance of service and the Public Works Department will implement necessary action to effect collection. 5. TAMPERING WITH LINES AND EQUIPMENT: No person other than authorized telephone maintenance personnel of the Public Works Department will disconnect, move, or repair any tele­ phone equipment or wiring. Any unauthorized tampering with telephone lines and equipment will result in service being suspended or dis­ continued. Subscribers having un~authorized telephone service and/or extensions are liable for misappropriation of government property. 6. PROPER USE OF PREFIXES: When calling from the Naval Station to City of Kodiak, dial 6 and the number. When calling from City of Kodiak to Naval Station, dial 7 and the number. When calling within the Naval Station no prefix is necessary. 7. LONG DISTANCE. CALLS: Official: a. NAVSTAKODINST 2305.1G (current revision) governs the procedure for placing long distance calls. 2 b. Official long distance calls may be placed by dialing 110. To insure proper billing at government rates it is imperative that the operator be informed that the call is an official Navy call. c. The policing of long distance calls from official (Class" A" ) telephones is the responsibility of Department Heads or Commanding Officers of associated commands for all telephones under their cog­ nizance. Unofficial: a. Personal long distance calls may be placed by personnel not having access to Class "B" telephones at the following locations: OFFICERS - Commissioned Officers' Mess Closed, BOQ-30 Desk Watch ENLISTED MEN - MAA Office, Barracks # 4 CIVILIAN PERSONNEL - Civil Service Club Office b. Personnel who have class "B" telephone service may place long distance calls by dialing 110. Charges will be billed on their monthly statement. c. Obtaining operator assistance on long distance calls (1) Outgoing calls If trouble develops during a call, flash the Anchorage Operator by moving the handset cradle (on desk telephones) or the receiver hook (on hang-up telephones) up and down slowly. The Anchorage Operator will then come in on the call and render assis­ tance as needed. (2) Incoming calls If trouble develops during a call, assistance should be obtained by the distant calling party from his local telephone com­ pany operator. 3 8. TELEPHONE DIRECTORY: The preparation of the U. S. Naval Station, Kodiak telephone Direc- tory is the responsibility of the Public Works Department. All requests for additional copies of this Directory and/or changes in automatic distri­ bution should be directed to Administrative Officer, New Administration Building. This Directory is considered a recurring report and is subject to reports control. The Public Works Officer will check and initial the Directory and forward it to the Commanding Officer for approval on 15 September annually. 9. DIRECTORY CHANGES: When you receive this Directory, please check your organizational and personnel listings. If there is an error, report it to the information desk (dial 0). It is the responsibility of all telephone users to report changes and additions in either office or personnel listings. 10. REPORTING EMERGENCIES: In reporting emergencies give your name, rank or rate, activity or department, nature of emergency (fire, accident, etc.), exact location of emergency, your location, and any additional accurate information available. Repeat if necessary. Be calm and speak slowly and clearly. If you do not know the proper number to call, dial OOD (2254 or 2202) or information (0). After reporting the emergency, remain at the scene to direct emergency vehicles to the exact location. If assistance is not immediately forth­ coming, repeat report to OOD or the number previously called. 11. EMERGENCY PARTY LINE USE: If conversation is in progress and the other party on your line requests you to relinquish the line for an emergency call, hang up the receiver immediately. NOTE: Failure to do so may result in severe discip­ linary action as well as the mental anguish associated with such a mis­ deed. Any person who shall attempt to gain access to the telephone under the guise of an emergency when an actual emergency does not exist shall be subject to severe disciplinary action. 4 12.
