Kodiak 28 November l945 The cable distribution system for Cantonment 2 was com- pleted in the fall of 1942, and an aerial cable to Kodiak Village was Completed in January 1943. In August of 1942 The ACS engineering officer at Kodiak received word from Seattle headquarters that field work as to be started on project SCD-l62 or D-2 which was the ACS designation. This project covered a complete fire control communication system for the big guns of the har- bor defenses of Kodiak. The original plans for these defens- es were drawn up b3 the ~arbor Defense Board at Ft. Greely, but due to the fact the final board proceedings were not submitted. until September 1942, preliminary plans were fur- nished ACS by WDC in order that material could be ordered and shipped to the job and thereby be available when re- quired. It soon became apparent the Seattle office was working with one set of plans while the Harbor Defense Board was a approving plans which were somewhat different. This discrepancy eventually ironed itself out when the final approved plans reached Seattle through ADC and WDC. The first thing to be decided in connection with pro- ject D-2 was who was going to place the subterranean cable. Between 300,000 and 400,000 feet of this cable had to be placed, much of it in places difficult of access. It was obvious ACS could not supply the necessary manpower for a project of this magnitude.
