     placed. This applies most specifically to Kizhuyak 
     Point where approximately 4100 feet of cable are 
     still to be placed and to Buskin Beach. In all cases 
     terminal cans will be placed on the cable ends so 
     that the pairs will be easily available. Terminals 
     are already placed within fifty feet of the Buskin 
     Beach plotting room and two hundred feet of the 
     battery command post.

  b. Propose to oomplete installation at Artillery Hill 
     according to project plans except for Buskin Beach 
     battery.

  c. Propose to complete tactical set-up at Miller Point, 
     phones are already placed, switchboard cross connects 
     and jumpers will be laid down. The Time Interval 
     equipment placed in working order, but the adminis-
     trative set-up will be left alone, no new equipment 
     to be put in use, nor any drops to be run.

  d. Propose not to place any equipment on Spruce Island,
     Kizhuyak Point, or Buskin Beach.

     2. Naturally work will go on as planned and laid out 
under the original project until authorization for any 
changes are received. This letter is written with only one 
thought, that of saving time and expense in installation of 
equipment which as far as can be ascertained here will never 
be used.
