                    SEACOAST SEARCHLIGHTS

    1.  General.  Areas of illumination and location of harbor
defense searchlights are shown on Exhibit No. 1C.
    
    2.  Searchlight Control.

        a.  The initial control of all searchlights is under the
Harbor Defense Commander.

        b.  The first phase of searchlight control will consist of
the searching of water areas and the use of barrier lights until
targets are identified.  This phase may occur when lights are
under the control of Harbor Defense Searchlight Officer or under 
the Fort Searchlight Officers.

       c.  The second phase of searchlight control, that is the
use of lights as illuminating lights, will, when control has
been released to the Subordinate Commanders, be the responsi-
bility of that commander.  Necessary coordination between sub-
ordinate units will be efected by the Harbor Defense Search-
light Officer and respectively Fort Searchlight Officers.
